What does TÜV parts certificate according to §19/3 mean?

For all products with a TÜV parts certificate in accordance with §19/3 in which the vehicle type is also listed, the product is deemed to have been tested and only requires an installation assessment by an expert. The expert certifies that the product has been properly installed. This certificate must be carried along.
